The U.S. prison population, according to U.S. Bureau of Justice Statistics data compiled between 2000 and 2011, has quadrupled since 1970. In those years, the number of prisoners held at the nation’s jails and prisons more than doubled, from about 790,000 to 2.1 million. More than half of those incarcerated are currently serving time for nonviolent drug offenses.

These are the facts that come out in a new report on prison conditions and violence from the American Civil Liberties Union: “The New Jim Crow: Mass Incarceration in the Age of Colorblindness.”

The report, the longest-running in the country, presents the bleak, but detailed, picture of how Americans of color have been subjected to a system of mass incarceration on the nation’s streets. It calls it “the Great Stealing,” in which millions of U.S. citizens have been robbed of their civil rights “in the name of justice” and their families. The report also points out, as other academics have noted, that the system is, in a way, designed to perpetuate slavery-style economic inequality.

The report cites a New York Times op-ed by economist Paul Krugman on August 13 that says: “For all the money you might be making, it is not just the rich who benefit and for whom the benefits flow. But in so doing, you have made this great system that we call ‘American’ an ever more unequal one. The result is an unprecedented concentration of power in the hands of a small, privileged elite, which is itself quite wealthy. It seems to me that in no other industrialized society is there so much of the population, not just a small minority but in large numbers, controlled by the very few who are very rich and powerful.” (Krugman’s response: “No … so what if the wealthy control America?”)
