In this equation they are not the same thing as the numbers on the table. If an average point number in a roulette table is 2, then the odds ratio on the table is 2.
So if the average point number is 2, then the odds ratio is 2. (This is why roulette odds ratios are called odds.)
That means for any roulette table, the odds of drawing a number in the middle of the table is 1.5 times as great as the odds of drawing a number in the middle of the slots.
If you have enough money to bet at just the right point on your roulette table, the odds ratio is 2. The more money you have, the more likely you are to win.
